USA sends lend lease to UK, even though at war

USA is member of Axis
Axix is at war with UK
USA passes lend lease act with UK
US send Lead lease aid to UK severl times, according to the event log.

Sending aid to the enemy?? Not cool

that shouldnt be possible since the "The Lend-Lease Act" event checks that US is at war with Germany

the US being in the axis alliances was prolly caused by one of the monroe doctrine events. else the current triggers work fine, so its a fixed/related bug.
