When a unit is defeated in a naval invasion it returns to the starting port. If the invasion plan is still active, it will re-engage (*1) immediately regardless of current organization and the army's aggression setting.
Actual:
When an attacking division retreating from a naval invasion returns to port, it immediately heads out again with minimal ORG.
Expected:
When the division returns, it re-organizes according to the army's aggression setting (as it does for land battle plans).
Repro steps:
- Start as germany '39
- dow poland
- naval invade danzig with a single division
*1: before 1.3 defeated divisions in naval invasions got un-assigned from their army
