ok what about the blue division?

If you read my earlier posts I already dealt with that. The Blue Division was a German equipped and trained division staffed by Spanish volunteers, it was not a division of the Spanish Army serving with the German Army. The Spanish Government agreed to the Germans recruiting volunteers in Spain who then went to Germany and were trained and formed into a division there (as indicated in the link included in your post rcbricker33). Better represented by a small increase in the manpower pool of Germany.

other than the training the blue division being Spanish AND equipped by the Germans fits into the game's mechanics. I agree that volunteers are spammed and the fact that they are everywhere can be a problem, but the player doesn't have to accept volunteers so the option is there for the player. the AI will always accept volunteers (which is probably where the problem lays as it eats up their equipment). I don't think an option to turn off volunteers or make them only for civil wars is the answer. Getting the AI to understand that volunteers are not always in its best interest is the answer. That and how the AI then utilizes the volunteers it sends.

Soviet 'volunteers' were not historically provided in divisional strength, but amounted to military advisers/trainers.

Yep. There should be an option to send military advisers (that is, share your divisional templates) in addition to lend-lease. Should the AI choose to create divisions like that - you get some of their military xp. And volunteers should be just that - volunteers, i.e. shared manpower that gets military training (but that is another can of worms about discharged veterans immediately turning green).
