Fix Trotsky before other fancy trees

Just one thing, I want to play as a useful Trotsky. His subversive cost reduction is now useless after le resistance. Can this be translated to reduced agents need for an action or equipment cost at least? Or you can at least do reduced prepare time....

Also, if Japan has choice to democratize, I dont see why Soviet and Italy doesnt have it. Pls do add to them

They will do it when they rework the soviets, just wait a bit. If you want a useful Trotsky you can alwais use mod (Russia Reworked is a pretty good one !)

Note, don't leave an improvement out for Mexico too!

I'd suggest a hotfix that transfers his bonus to intelligence operations (eg. better at propaganda and spread ideology, lower chance of getting caught with those missions, mb an additional operative, etc)
