My personal proposal is a unique governament reform for merchant republics that vassalizes all members of the trade league:
once you have enacted it all menbers of the league and any member added later plus all your opm vassals become a special kind of vassal that does not occupy relations and is still considered a member of the trade league (transfers 100% trade power and gives you 2.5 trade steering). If one of those countries gains a province it becomes a standard vassal.
This reform (that in my opinion should be tier 3) would be exclusive to lubeck after completing the last mission, italy, and any merchant republic that passes a decision with extremly steep conditions (for example having 70% trade power in a node with at least 300 value)
