Fix saved peace offer money values

Last peace offer is saved. If you include maximum money from your enemy in it and open saved offer later, the amount of money is not renewed even if the enemy has less money now. This leads to situation when you think you are getting, say, 2500 gold while you actually get 2200 for the same warscore (and the truce is a bit longer than it should be).

is it really true? i thought i was tricking the AI and getting more money than I was supposed to.

and may be i should ask this question somewhere else but if a country is already paying you war reparations and you somehow fight them again and make another peace deal including a second war reparation. i think they do not stack and you just restart the 10 year count. if it is the case, it should not take 10% war score but less.
