Halle should be owned by Magdeburg, I meant the province is too large.

He is talking about a recently added province (where I actually studied) which has been a very important place in Prussia in the 18th century. It harbored Prussia's only university until Halle was occupied by Napoleon in 1806 which in turn triggered the founding of what is nowadays known as Humboldt-Universität zu Berlin. Moreover, Halle was the center of Prussian pietism, a distinct branch of the reformed faith which was culturally influential at that time (see Franckesche Stiftungen). The importance of Halle during that time should definitely not be overlooked so I was happy that Paradox decided to add this province.

However, the author is right about his complaint, the province is waaaay too big (compare below).

The province is too big and cuts off a part of Saxe-Anhalt compared to history.

However, its mostlikely a design choice to make sure that the two provinces of Magdeburg are bordering.

While the rest of the post is correct, this part is wrong. Prussia also had the universities of Königsberg, Frankfurt/Oder and, since the Silesian Wars, Breslau.
But Halle was indeed the most important one before Kant appeared in Königsberg.

EU4 provinces are not meant to be perfect representations of historical regions or regional subdivisions. Rather they're a particular shape and size for gameplay purposes.

Consider Venice, which is a magnitude larger than its real life counterpart.

Halle province includes a bunch of small HRE territories, which is acceptable, on the other hand it doesn't include the city of Halle, which is kind of weird xd
