First, here's the issue I am seeing:
You're in enemy territory and have a valid reason for deleting units. There's no enemy army bearing down on you, you just need to delete units. But you can't. And you can't easily get somewhere that you can. Now, you're looking for some painfully tedious way to delete your units, so you start marching them one by one into the natives, or find some small enemy stack to suicide them into. It's really annoying that valid basic maintenance becomes something you have to micro manage in a game like this.
Ok, so why do I need to delete units?
It's because I'm going bankrupt trying to pay for them. Usually this means one of three things:

Ok, so why do I need to delete units?
It's because I'm going bankrupt trying to pay for them. Usually this means one of three things:
- I had to merc up because I lost a fight and got stack wiped, but I can't afford to keep those mercs around forever.
- I had to merc up because the enemy is too strong (alliances after the war started is a common cause of this).
- I inherited my vassals during a war and now I'm drowning massively over my force limit.
- Only make it so that you can't delete armies if an enemy unit is walking to that province.
- Only make it so that you can't delete armies when an enemy unit is next door.
- Allow me to delete the armies at any time but in enemy territory give the enemy warscore for defeating those units if they would regularly get it (I don't care, if I'm deleting the armies I'm confident in a victory anyway).
- With plenty of valid reasons to delete your armies and the tedious nature of dealing with it currently, just roll back the change. The exploit isn't all that fabulous anyway, and it shouldn't weigh higher than the valid reasons for deleting armies. (I know this one is not going to happen, but I had to try)
