Autocannons produce way too high fleet power.
To fix them
1. Halve their damage
2. Change their modifiers from +50% shield/-75% armor/+25% hull to
+200% shield/-50% armor/+150% hull
This leaves them unchanged damage wise, but halves their fleet power calculation.
Before, a 40 damage hit did 60 shields/10 armor/50 hull damage.
After, a 20 damage hit does 60 shields/10 armor/50 hull damage.
But the fleet power calculation is based off of base damage/cooldown, not off modifiers. So we get a sane fleet power number, with the same in-game damage.
