The Steam Workshop mod "Difficulty and AI changes" by Spirit Baker has greatly improved the gameplay enjoyment in this patch for me when I play on Hard. AI is more aggressive and much better handle their economies. I would also suggest to change in the defines.lua file so that max & minimum amount of mercenaries that you as a player & AI countries can hire are 0. Otherwise countries sometimes randomly buys a lot of mercenaries during peacetime from what I've seen in my bigger vassals.
Sounds worth installing it, but it breaks ironman achievements right ? .

It can't be just an issue of resource allocation. They said that with Emperor they would improve the AI, fix tech debt and bugs (among other things).

No. I'd have to look at all the Emperor DDs to find it and I don't have the time to do it right now. But if you want to you can read the Emperor DDs.

Wait, that's not how this works. Neondt, who is writing the Dev Diaries about East Asia right now, is not someone is in charge of the AI. His work is designing mission trees, updating the Map, creating new events, etc.

There's teams in charge of projects. There's not like dozens guys at PDX who work on EU4 and can do everything. They specialized. They do certain things, and do them well, but they only do those things. Just like every other workplace as well. If you get the guy from accounting, then he can do accounting. Not whatever the fuck the rest of the company does.

Has Paradox just been ignoring this issue? I can't find a single post of them acknowledging this problem. Yet it's so blatantly obvious, and while mods are great and all, some people (like me) are fixated on trying to get achievements, and thus using mods is only an option sometimes. I would like to be able to play the game without my big allies getting into hundreds of thousands of ducats in debt without ever going into bankruptcy (although I'd rather they not go into debt at all)

It was acknowledged three weeks ago in a tweet:

I did not state anything against what you just wrote. I totally agree with you, but all I am saying they (company?) should allocate the budget according to important issues such as AI behaviour and bugs. The dev that working on east indies is getting paid, right? So, the company choose to use their sources for more flavour and content which NORMALLY everyone would ok with that, but all we are asking them to use their resources for main issues. After that, you can even give flavour to siberia and I would be satisfied.

Well, to clarify, Neodt didn't go on vacation like the rest of the team. As I understand, he don't usually go on holiday in middle of the year like most employees. He is responsible for new content so it is expected that the DDs we got after Emperor are all about new content.

Your argument would be more valid if instead of pointing to the post-emperor period you pointed to Emperor. The clear problems with the DLC are a sign that things went wrong.

I'd say that it is disrespectful to not address the state of the game (a vague Twitter message doesn't count for me. Not when they have an official forum and say nothing on it nor touch the issue on the DDs).

Another dev diary, another bunch of missions and provinces. It's always missions and provinces and missions and provinces and missions and provinces. And already hinting that the next one will focus on... drum roll... missions and provinces. I know it's not neondt's fault, it's not his job to fix the AI.
Maybe PDX with its 9 studios in 6 countries and over 500 employees should maybe allocate more programmers and fewer designers. Those can go to other games, like Imperator, which is still barebones.

Or something along those lines.

I am disgruntled.

What I wrote is a general idea, what you think that I am proposing which I am not is a specific way to do it. It is one of the ways to allocate the budget according to the main issues but not the one I directly stated. I actually didn't state anything specific, but I am sure Paradox can think better to find a way to allocate their budget without firing any employees.

When there's a specialist job and you suggest its budget should be deallocated, that tends to imply removing that person from the payroll.

The more thoughtful position would be "Paradox should increase the budget so that the bugs can get fixed while the content team continues to work on new content."
