Open victoria.db/events/1914.txt and remove the trigger for the winning WWI event for your side. However, before you do so, consider how pointless the WWI Scenario if you just cheat to end WWI.

I've no idea how well the events work, but just removing the trigger and setting the date to the scenario start date should do what you want.
