Here's how a first person mode could work in Victoria.

With the click of a button, you can become the monarch you're playing as! Using traditional 1st person controls (w=forward, SPACE= jump etc) you can explore your palace, consult your ministers (featuring realistic facial animations!) and so on.

If strolling through the royal gardens doesn't hold your interest, you can always fight for king and country on the battlefield! Let's say you're playing as Britain. It's WWI and you're trying to kick the damn huns out of belgium. Click on one of your armies fighting an enemy unit and press the appropriate key. Your screen will turn black for a moment as the game changes modes and your 3d accelerator kicks in. When it returns, you're in command of an anonymous soldier. At this point the game resembles Battlefield 1942 as you run around fragging germans with your Lee-Enfield rifle. When you die (which is quite often- this is World War One!) you respawn a few seconds later and then you're back in the action.
When you tire of the mayhem you only have to push the same key and the game returns to normal.
What do you think?

This is an intersting idea, but I think Victoria may be too late in development for such a radical idea to be implemented (well as we have had no mention of this feature being in the game we can only assume that it is tragically not in). Perhaps this could be a feature of Victoria II?
