Hi.
New HOI4 player here.

Finally getting used to the game after many restarts.

I play as UK and I've just had a very large peace conference when the Axis were defeated were a number of things have happened that I don't not understand.

1. I had captured Venezuela yet I was unable to retain it. The option was not presented. I had taken considerably risk as they were protected by the US and I wa committed elsewhere but I needed their oil. Why didn't I have the option to keep it?

2. My troops were kicked off the country onto a small island that has no port. It is owned by a friendly but no linked anywhere. I now have 17 crack troops sitting there doing nothing.

3. I captured; Spain, Italy (though I seem to capture this for Australia, which I also do not understand) and France. Italy turned and become democratic and joined the allies but France and Spain turned to communism. Why is that?

4. Having freed Spain and France from the Fascists why wasn't I offered a chance to keep them or for them to switch back to their pre-war state?

I'm very keen to understand all of this but my pressing matter is that I have 17 troops stranded!

Welcome to the strange world of the Peace Conference. First, the fact that you occupied particular territory does not give you "dibs" on that territory in the peace conference. Second, players (including AI players) take turns staking out their claims, which can include annexing territory (either for themselves or for a puppet or another member of the victorious side), puppeting (subject to certain limits) and changing government. Third, the order players take in the peace conference is based on their war score, which has elements for occupation (which appears to be actual conquering, not the occupying that appears on map, which can be difficult to understand), strategic bombing (capped at 1000 war score) and casualties. If Venezuela was gone and some countries' governments had already changed by the time you were able to make claims, it means one or more other players had higher war score than you and, therefore, got to go before you. There should have been multiple rounds of claims-making before the peace conference ended.

Thanks for the reply. I was not aware of the puppeting side of things but I regularly check the war points through out the game and at some point just before the conference I was well infront with a 48% engagement(?).

Whilst I do not know if I was the very first to take my turn in the conference, I was certainly first in ever other round thereafter which is what confused me. I forgot to mention it but by the time the conference came around I was controlling practically 3/4 of Africa but I am now down to maybe a 1/3.

Would the fact that most of these countries are now in the Commiturn suggest that perhaps Russian were a little more prevalent than I perhaps though? If this is the case shouldn't I have seen them at the top of the negotiating list (on the left side in the conference)?

Also.... really need some help with my stranded troops. The island they are on is Caracao. It is land linked to Venezuela but they are now commiturn and will not let me in. This is a little odd as other troops were stranded but were able to walk through Russias controled areas.

So. I just logged in and can now see that France, Spain and Venezuela are all puppets of Russia.

Is it far cheaper to bring them on side this way then to directly control them? ie, perhaps Russia did top the tables and within the first round puppeted all three nations?

That percentage only tells you about your specific war, not your percentages of all wars against those enemies. When the Axis is defeated, everyone who had been at war with them (including separate wars, like Allies vs, Germany and Comintern vs. Germany) are "smushed together" into a single peace conference. It is not unusual for Russia to have the greatest war score vs. the Axis (often by a considerable margin), even though they do not appear at all on the screen that shows your 48% participation while the wars are still going on.

Ah... I understand.

Would the Commiturn/Russia appear at the negotiating table? As I had mentioned previously. I was topping the column on the left at every session I looked at.
