Every country is a special case, I think.
There's no point in increasing bureaucrats in PRU/NGF/GER campaign, but there is, if you plan Grossdeutschland (in non-german regions) - but only in regions with many south germans - Bohemia, Moravia, Transdanubia, Central Hungary. West Galicia, Slovakia, Transylvania, Italian regions - no use, since you first need to have some germans there.
Clergymen - you need to have 2.0% of clergymen (in country) to have max RPs, and up to 4.0% (in region) if you need to raise literacy in this region (again, huge Polish/Hungarian/Russian regions).
And it's crucial to have at least 1.0% for every cultural group in every province (not region average, I mean every province), so people in this province won't become dumber.
Capitalists - it's a nice bonus in huge industrial regions, but I guess it doesn't make much sense in '30s and early '40s, when you have only 1-2 NFs.
Promoting craftsmen is sometimes useful, but it's even more useful to have max admin efficiency, high literacy and vacancies in this region. Clerks - it's good to have them about 4.0%, but NF isn't really doing a good job in increasing clerks percentage.
So, generally, 1st NFs: clergymen (1% everywhere), bureaucrats (-> 100% adm. eff.), clergymen (2% avg.), clergymen (-> 4% in every low-literate province).
