A lot of positive but I think it is more important to fix what is broken:
Negatives:
- Communism is still unplayable for large countries - game turns into a micromanagement hell, which kills any motivation to play.
- VERY hard to enact reforms as Abs. Monarchy.
- Ridiculous situation where countries with large landmass, like Russia get most out of Naval Base bonuses.
- Inability to build Railroads in all your country. Ctrl-clicking works for small countries but fails with Russia, Germany, France and others.
- Huge 1 brigade rebellions.
Suggestions:
- Add Naval Base number value to be regulated by technology, like Naval Supply. It'll make provinces with naval bases much more valuable and will force players to protect them.
- Allow us to Shift+Click or Alt+Click, whatever you like to build railroads in EVERY province.
- Make rebellions more concentrated - let rebels unite in several big stacks instead of 200 1-brigade armies.
- Overhaul Communism - Planned Economy in particular!!!. Allow autobuilding of railroads AND factory expanding. I suggest reworking of income ratio - like more for craftsmen\clerks - less for capitalists. OR cut any capitalist income and allow 50% of income go stright to the country to represent nationalization of industry and as compensation to removal of Rich strata tax reduction. Then let railroad building\factory expanding projects take money from national Stockpile or\and add option to invest in all projects, something like Shift+click.

Well, these releasable dominions have one big flaw: they are puppets and you can't declare war to get their territory directly.
Would it be possible to make it so you can declare war on a puppet like on any other country, but it counts as a declaration of war on their overlord ?

This is my problem with dominion spam, we end up with effectively invincible nations scattered all over the place you can't do anything to or with, unless you first declare war on their owner to release them, and then you have to wait for the truce to expire too.

Kudos to the OP. Great read, good points on HoD.

The economy received many minor tweaks in HoD. Probably the biggest contributing factors to reducing the wild swings is the ability for factories to scale down their production in bad times and the caps placed on artisan pop sizes.

For what it's worth, I'd like to see a gradual decay in factory size on closing. It's a pretty wild swing from level 10+ to level 1 and closed. I'm either bleeding cash to keep the factory open during recessions or basically eliminating it completely (for late game purposes a level 1 factory isn't much different from an empty slot, compared to the big factory which was there).

Not inherently; play Prussia to see what I mean.

What is hard is to enact reforms in countries that start the game below 30% national literacy, since they're ineligible for the Liberal Agitation country event and once one of the high-literacy undemocratic countries has had Springtime of Nations fire, the Liberal Agitation country event is globally disabled. One of the benefits of getting the Liberal Agitation country event is that you then start getting the province events, many of which offer you the option of making your POPs more Liberal (which in turn drives the Liberalization of your upper house).

That one is bad, though what it's really about is long coastlines.

It's less of a problem for non-Planned Economy countries with functioning economies, since your capis will build them for you :) Still, I can totally get behind this being in need of improvement.

I have to admit, i absolutely love it, after the borefest that was v2 i was skeptical to say the least, i absolutely LOVE the crisis system, it gives the game sorely needed depth and action, im in 1865 with France now, and ive had one world war (France, Austria, Russia vs Prussia, Spain, Uk and Otto) and all for the freedom of the bohemian people. one Chinese civilwar, The american civil war, The Crimean war, the Austro-Prusso war and alot of other big wars so far. Havent really touched on the colony system yet, but i find it quite absurd that Canada consists of 3 dominions (Canada, British Columbia and Columbia) basicly theres ALOT of dominions around even before the race for Africa.

Interface is alot more intuitive which is great, naval combat is fun, and warfare generally is alot more fun, although i came in contact with a crazy bug at the game start where i automated recruiting of generals, however the french ai only produced Admirals which led me to a pool of around 50 admirals but not a single general before i noticed. The map in general is pretty messy for the time beeing, Scandinavia has formed, Bohemia has fought its way to independence, Poland lives in the carapathian mountains, While America is even worse (but not in a bad way) Bolivia has crushed brazil and is now the biggest power South america, in the north, Usa still has a civil war raging while canada is a dominion fest. Asia is almost untouched, Japan and Persia has civilized though.

All in all i love it, the ai doesnt just sit on their ass the entire game but actually makes alot of suprising and cool moves, the game went from a snorefest to calculated madness and i applaud it!

One thing I'd really like to see is colonial (and in general non-primary/accepted culture) rebels becoming more likely to join nationalist rebels rather than political ones. I've seen India or Africa controlled by rebels for decades, but because they're anarcho-liberals or communists they can do nothing.

Every game I have played the USA just doesn't expand. It's been about three and they put so many points into taking Canada and forget about Oklahoma, etc. Then they never seem to enact MD and if they do, they never war with Mexico to take anything. They just kinda seem satisfied with Texas...:eek:o

Hrrm, the USA expanded to pretty much its historic borders in my game. It took a while to get there because every time it fought the CSA (the first civil war was a white peace), Mexico launched a "surprise" attack and occupied half of the west.

Among the other aspects mentioned here I particularly like the new mobilization scheme.

Had a war against italy, where I landed my (numerical inferior) greece forces in south italy and took defensive positions in the mountains and hills. It was great to see how the balance slowly went into their favour as more and more mobilized brigades appeared on the frontline.

There is one small aspect I am missing however: I would like to see destroyed mobilized brigades get replaced by new ones. That would stop situations like an ACW where 6 CSA brigades try to "out-occupy" 12 USA brigades.
Mobilization is an ongoing process anyway and the longer the war, the more troops should get mobilized (by lowering draft age for example)

or you could teach the AI to demobilize and remobilize if >90% of their mobilized forces got annihilated
