Something I'd love to see would be the races in your empire having an effect on espionage. It's pretty hard to infiltrate an alien empire if none of your population live there. You could always try to flip an alien but that is much harder. Plus if your own race have migrated into the empire but have a lesser status that would make getting valuable information harder but perhaps make stirring an uprising easier.

Perhaps if there is a race in an alien empire that are slaves but in your empire they have equal status you will find it much easier to instigate unrest and revolts.

If you have a migration agreement with another empire you can purposefully send agents tasked with climbing the ranks, but watch out if one has a change of heart and tells the other empire what your doing.

Anyway, bottom line is I'd love race dynamics to be a major factor in espionage
Agree with all that. Is cross border migration a thing though? I didn't think so. Makes having members of other races in your empire troublesome if not. Still agree in principle though. Juicy genetic manipulation technologies too, to engineer infiltration agents.

Cross empire migration is already in, but both empires have to allow it in their policies. If your a member of a federation then I don't see any drawbacks to have other federation species in your empire. In fact I would use migration to convince another empire to join an alliance with me on the way to forming a federation

Cool. Didn't know that. Probably not the primary target of espionage though, your allies or future allies.

I think the reality of espionage has always been far more weighted towards bribing unscrupulous greedy/& disenfranchised locals than sending in James Bond. Although I agree with you that an emphasis on species dynamics like that would be very good. That said, there's a lot more scope for genetically engineered James Bond in Sci-Fi. Cloning is definitely a thing so it's not like it would be beyond the realms of plausibility that you could clone a member the main species of your enemy's empire and raise them from birth (spawning?) to be the ultimate special agent. The special branch of the clone armies training division.

That is also an excellent idea.

And then of course there's all the possibilities for stuff like black ops raids, false flag operations, stealing enemy ships to use in incriminating actions to set two empires at odds with the potential drawback of them discovering that you were responsible and allying to declare a retributive war on you. Cyber warfare to disrupt robotic workforces.
I think that it's already possible to support faction revolts, independence movements etc? But if not, getting that in there too would be a must.
