This proposal was mailed to the speakers office yesturday, and I think it should come up for parliamentry discussion before voting on this bill (which will be after the Freeway bill has been decided on Monday, so not to be confusing)

The legislation proposal


It consiste of: Double the people working in the Recom

Creation of a Govermental enterprise with the mission showing the good things in about investing economically speking in EUtopia. So the "For-Eutopia Invesment company"
NOTE: I need to talk with PEO:

The creation of a small business govermental investment company.

The explanation: Okay. duble the people working on the RECOM because like everyone know the natural resurses on the island are not well explorered and the ones that are explored, are explored untill the exhaustion. And this can't be. for example ( like everybody knowse ) the resorses in the WET are depleated and it will take year to make like it was before. And the RECOM will, with more people, be habel to make a good conservation of the resourses. and even if nessessary make replantation of many acres of Trees that were destroyed by years of bad exploration.

The creation of the For-Eutopian investmant company because we are in a global war, a economical war. And EUtopia isn't winnig because many economist don't know the potecial of EUtopia.
I believe that with the Creation of a Govermental enterprise with the mission showing the good things in about investing economically speking in EUtopia. So the "For-Eutopia Invesment company" will be created and EUtopia will finally have is spot in this economical war.
NOTE: the MDIA allready gave the green light.

The third, because with the changes in the labor law will help many people working in the big factaries BUT it may also have a negative effect in the small business. And with the help of this company the small bussiness will not be SO affected by the new labour laws

I would like to propose a bill regarding the electoral laws (OOC: no mechanic changes).

Proposal A
The election of the President

PROPOSED CHANGES

1.
§ If there are more than two candidates and none gains 50% of the vote in the first turn, a second turn of elections should be organised where only the first and second canidates (in terms of quantity of received votes) will run.

2.
§ [THIS IS FOR DISCUSSION, THE MAIN IDEA OF THIS CHANGE IS THAT THE PRESIDENTIAL AND PARLIAMENTARY ELECTIONS BE IN DIFFERENT TIMES]
To keep the same length of term but organise the presidential elections two weeks before/after (game terms) the parliamentary election. To implement this law the president serving his term during the passing of the bill will serve half a term longer and to even it out.

[OOC: This would be good because it would bring life to Eutopia since there would be elections every month and more stuff to do this way]
ALTERNATIVES (up for discussion but not enclosed in bill)
A) ELONGATE PRESIDENTIAL TERM TO THREE MONTHS
B) ELONGATE PRESIDENTIAL TERM TO FOUR MONTHS

Proposal B
Coalition lists for parliamentary elections.

§ Under the current law organizing a coalition list is extremely cubersome. My intent is to ease this process.

1.In order to open a list you don't have to be a party but a group of five individuals has to support it (they can be affiliated or unaffiliated with any organization) and they themselves can run from it.

This will allow parties to make joint 'independant' lists and for independant politicians to have a chance in elections without being part of a party.
