Well, I wouldn't call it "hard" cap. Instead you give a penalty for over stacking (as it were) in that province. Also, this would be more relaistic. Think of the problmes in terms of transportation for the Allies in the break out from Normandy. Or the problems of teh Wehrmacht in their retreats on either front. Or the problems the Soviets ran into in the early days of Barbarosa, or Japan's problems in China, or even China's supply problem once the ports were taken. So, while you could still stack huge numbers into a single province, it will have an adverse effect on your capabiltities. So, no more 150 Soviet divisions stacked into Stalingrad holding out until armageddon. At least in theory...

I don't think it would be the problem as long as there could be more units in province, but it would result in various penalties (combat eff., lower movement, higher oil/supply consumption and so on).

I'm more worried by AI ability to understand those limts. Of course, we are talking about numbers, so it's fairly easy to calculate (thus AI should be much better in deploying optimal number of units), but under one condition - that AI will "see" them.

Right, but it must be possible to go over this limit, maybe also with penalties.

Two examples:
1. Allies in preparation of d-day. In this case, in South England was a big amount of troops, ships and aircrafts.
Normally, the troop restriction of such a province has to be much lower than in this case.

2. If you are forced to retreat ( 12 Divs) into a province with a lower limit (5 divs). What should happen ? 7 divs eliminated ? Don't think that's the way.

One solution could be a org penalty for the limit exceeding troops or....don't know, let's discuss
or whatever.
