Well, I wouldn't call it "hard" cap. Instead you give a penalty for over stacking (as it were) in that province. Also, this would be more relaistic. Think of the problmes in terms of transportation for the Allies in the break out from Normandy. Or the problems of teh Wehrmacht in their retreats on either front. Or the problems the Soviets ran into in the early days of Barbarosa, or Japan's problems in China, or even China's supply problem once the ports were taken. So, while you could still stack huge numbers into a single province, it will have an adverse effect on your capabiltities. So, no more 150 Soviet divisions stacked into Stalingrad holding out until armageddon. At least in theory...
