On a serious note, I really hope Paradox plan to incorporate the political consequences of using atomic weapons (ie, warscore, BB, &c.) as opposed to simply removing infrastructure in a few provinces.
If, to use your example, France drops an atomic bomb on Berlin, her warscore should skyrocket.
Italy - I think Italy has the best mix of combat of any of major powers and makes a fun learning experience

Germany - I love the western front and the battle of the atlantic - the eastern front was definitely 'blah' to me - either I screwed something up royally and got steamrolled, or I was able to exterminate the SU without effort.
