more detail would be nice. do you have any fires? what size city? Have fire engines ever been used?
do you have the Natural Disasters DLC? if so you may have turned on the use helicopters policy (not called this; can't remember what it's called but something similar). this basically forces helicopters to be used to extinguish fires and causes no fire engines to be used at all.

The city is not great. I haven't got natural disasters DLC

Is this your only station?
If not, is this your newest station? If so, are there other (older) fire stations that have fire engines spawned?
Try disabling all other fire stations (by clicking the "on/off" button and see if this spawns the vehicles from the fire station.

There is not one station. The situation is the same for the others.
I did what you said. The result does not change.
I thought that if the amount of units in use was 0/25, it meant the total available units at this building is 25 while the number of occupied/on mission units - fire engines - was 0. When there is a local fire, the fire station sends out X units, and the "units in use"-number reflects this.
it does, if there are no fires in your town then the figure will be 0 since the fire engines are still at the station. when your town grows you'll get more fires and your engines will start to go to the fires to put them out.
if your buildings are burning down and no fire engines are in use then you have a problem, but just showing "0 in use" is not in itself a problem if you don't have any fires in your town.

If you have Advanced Vehicle Options mod check the fire trucks and see if they are allowed to spawn.
