There are repeatables for both in Physics, affecting energy weapons. Engineering provides only damage techs for kinetics, missiles and SC.

How do they work? Let's look at Fanatic Purifiers vs. Determined Exterminators:

FP got 33% from their civic, can get extra 20% for being Militarist and taking Distinguished Admiralty. No Retreat is another 33%. Does it mean 86% increased damage, or does it only work with lasers?

DE get 33% fire rate from the doctrine, plus they get 25% increased damage from their civic. Does it mean they get 1.33 x 1.25 = 1.6625 damage multiplier in the end, or it's again lasers only and all other weapons are at base 1.25?

On GA FR x WD for FP is 2.7 vs. 2.33 for DE applied to your nice genocidal opponents.

Clarification on these numbers would be appreciated.

AFAIK any modifier saying "+x% ship fire rate" applies to ANY turret or missile launcher (not sure about SC) on your ship.
Engineering provides only damage techs for kinetics, missiles and SC.
As of energy/kinetic/explosive weapon types they all have repeatable technologies for both damage and fire rate. Since you've already been getting damage bonus repeatables in Engineering tree that mean you COULD rolled fire rate bonus for kinetics and missiles. Its just you was out of luck for those. From my own experience, I did get both once in a while

Damage as well as fire rate modifiers are additive. If you have +5% dmg from an unyielding admiral and +10% dmg for energy weapons researched your energy wepons will deal 115% dmg and your other weapons will deal 105%, fire rate works the same way. For dps multiply fire rate with damage. For a given weapon type the formula would be: DPS = Base DPS * (1+ Fire rate for weapon type + general fire rate)*(1 + damage weapon type + general dmg). A thing to take note of is that weapons with lower fire rates have a higher chance to destroy enemy ships instead of forcing them to retreat, while a higher fire rate has less overkill, though that usually is not of much concern against ships of the same size.
