I'm playing as Nationalist Spain in the 1941 scenario, latest patch, and this is what happened. The Soviet Union took over Finland and made it their puppet. Then after the bitter peace Finland became a German puppet and part of the Axis. However, the game (green/red) still shows Finland as if it is an enemy. There's no fog however, which implies it's an ally:

If you go to the diplomacy window you can pick "Sue for peace" even though they are an ally, if you click on it the game will just leave the diplomacy screen.

In reverse, if you click on Finland it doesn't show the Axis as enemies, so nothing wrong there.

EDIT: If I place one of my Spanish units next to Finland and want to move into Finland it says "attack", however this command is changed into "move".

Do you have a save game before the bitter peace?

I'm sorry I have not (overwritten autosaves) I only noticed after some time. All I know I can say are the following factors:
Nationalist Spain (me) in an alliance with Germany
The Soviet Union defeated Finland rather early in the scenario and made it their puppet, Finland was plagued by partisans
Bitter peace fires, Finland becomes a German puppet
The situation with as described in my first occurs.

Somewhat unrelated to this specific issue, I noticed that after allied landings in Athens and Montenegro the Axis eventually push them back .But what happens is Italy stations about 12-15 divisions on both provinces just to make sure it never happens again.
