is there a Finland mod where Finland exists in some form as an vassal/indepentent state? or could someone create one? as early as possible 1809 up

You can also just play as Russia and release Finland, then load as Finland.
Finland CAN be released by a B choice by the AI or by the player in VIP, but they are not a normally occurring nation even in VIP (unless they revolt and break away).
