Well, ok, it didn't come to my mind that satellited Finland could be a solution to that kind of problem. I checked the save game of my recent game as Russia, and Finland had a total population of about 1,500 000 in 1925, which is roughly less than half Finland had historically so you have a point there.

Personaly, I think its a gimme to Sweden, since the lack of a border with Russia keeps the Russians out of scandinavia---needless and annoying wars playing as Sweden will much less prevalent.

At least, thats been my experience playing VIP as Sweden.
