They will add a new policy that will let you create them in 1.35, it was shown in one of the dev diaries (can't remember which policy it was though).

My curiosity wonders what happens to the client states when the policy is revoked (maybe not revokable until client states no longer exist)?

I would assume you keep the Client States (they are pretty much like normal vasalls) but can't create new ones.

That'd lead to some rather amusing releasable vassal shenanigans. Also, the HRE will be able to expand nearly everywhere (N Africa and Anatolia) from oversea's adjacency with but a single province chain. Can't wait for the theory crafters to take this to the next level.

I played game recently where I did something simillar.
conquer land add it to HRE release HRE vassals to grow swarm.
There are two major restrictions if you want to add province to HRE.
Province needs to be Christian and located in what game considers to be Europe .
