Culture Caledonia has this config:
  1. 20% Heavy Infantries (Advanced)
  2. 25% Chariots (Advanced)
  3. 55% Light Infantries (Basic)
First... as a country with only 1 City (25 Cap), it's a struggle to get enough non-Slave Pops. I keep getting 15+ Slaves flipping up and down. The requirement of 40+ non-Slave Pops is already a tall order for Tribes. I even integrated 2 Cultures (everything, around 20 Pops) just to maximise my possible Levy Size. And I've got the lovely Barbarian Raiding (which is actually beneficial because they give you free Pops).

I was looking forward to having my 5th Unit being Heavy Infantries.

But you are giving me a 2nd Unit of Chariots. So the 20% is a lie.

or 1:1,25:2,75. If you round up, it gives 1HI to 2 Chariots and 3 LI. So the 6th should be HI; since 1,25>1 the fifth is a Chariot.

Shouldn't even matter. All Brittanic Cultures have exactly the same composition. I've checked the levy compo txt file.

I don't know if it's a new change or not. The territory of Taexali had a Fort and a Port. Founding a City on it destroys the Port.

How did it have both as a territory? Did you already get the invention? If yes, then yeah it's strange, if not, perhaps it was bugged before and fixed itself upon becoming a city?

I don't actually know. It was the capital of another Tribe at game start. Both the Fort and the Port should be there by Default. I should start a new game to check again...

I see. I am remembering an old version.

Looks like they just have removed the Port to make way for the 1 Building Limit. Yet another nerf to a poor unlucky tribe.

It's not clearly stated anywhere, but the units also depend on poptypes, not just the number. I just checked, and for Caledonian, freemen and tribesmen can only be raised as light infantry, while citizens and nobles are raised as chariots and heavy infantry. I'm not sure, but a guess would be that you do not have enough citizens/nobles to raise another chariot/HI, and so you get a 4th LI instead.

I get 2 Chariots instead of 1 Chariots and 1 Heavy Infantries.

Also I think Chariots should get a buff if they are really Advanced Units. It was costing the same amount to Light Infantries but actually occupying an Advanced quotum.

Should I continue with this campaign? Would I ever get a Unit of Heavy Infantries as my 7th Levy Unit? What's with the 20% then? Why are my Advanced Pops producing Chariots, a cheap unit, instead of Heavy Infantries?

If you have fun, even without the HI, then continue. If not, don't. That's how I decide if I should quit.
