But it would improve naval so much that I'd suggest removing colonist from naval-land entirely (to stop punishing land)

If you still want them colonists they could be placed on centralization slider (-2 colonists from full decentral, +2 for full central). This would be to show that local colonization endeavours would easily be swallowed into other states efforts while a powerful centralized state would seek to enforce its will upon fledgling colonies ASAP.

Well Nikolai, is that not completely ahistorical? I think the new colonisation rules mean that the additional colonists don't unbalance the slider in the way they would have done under 1.05 or earlier.

Interesting idea, but I would have thought +2/-2 was excessive, perhaps +0.5/-0.5 or +1/-1.
