I was given a writ of execution for Voices of Nerat by Tunon but Cacophony reads as location unreachable on the world map. How do I deliver the writ?

I've tested this with getting the writ for Ashe as well. Neither location unlocks and is able to be visited.

I am sorry this is happening to your playthrough. By chance are you allied with the Vendrien Guard? If so, you will need to address the issue in Lethian's Crossing before traveling to the other locations.
If this does not correct the issue, could you upload a save file for us to reproduce the issue from? You can usually find your save files at:
C:\Users\<Your User Name>\Saved Games\Tyranny
