File to edit to add/remove civics from GUI list in government editor?

I've found the files to edit to add or remove the effects of a civic and the description thereof for adding or removing civics, but attempting to remove old civics still leaves a dummy entry in the GUI in the government editor, and I can't add new civics to the list GUI yet. I've looked around, but have yet to find the correct file to edit to fix that. Anybody know which file I should be looking for?

Okay, so you mean it's still there. That means you still have it in 00_civics.txt or in another file sitting in common/governments/civics/, either in your own mod or another mod that's running. Also, I'm not aware of any good reason to be editing the core localization files.
