Interesting test. Though with shields against xenophobe FE is a bit strange... How about against enemies that actually care about shields?
They are Xenophile FE, which uses tachyon lance and mix of kinetic/energy weapons. I don't think shield would do better against Materialist FE which uses disruptors.

Disruptors are useless anyway. Spiritualists are the only FE with decent weapons. Didn't know that xenophile where also basically kinetic only.

I tried to reproduce you results but my 50 battleships lose to this xenophile fleet. How many repeatable techs did you use? Anyway, in dueling battleships, the decoder is certainly not OP:
Pretty much equal on armor ships vs +10% hull and cleary weaker on shield ships vs shield capacitors:

No repeatable techs, but I had strategic resources. I added them because I have access to them normally in SP. But this wouldn't the case in the MP. Anyways I should've mentioned it.
Had all Neutronium, Yurantic and Teldar crystals. Also finished Supremacy for another test involving lv 10 admiral.
And all Battleships were produced with fleet academy.

About the battleship duels: Well certainly not that good in that situation maybe. Battleships have 5% base evasion and 1 decoder would be enough. FE Battlecruisers have 10 base evasion so additional tracking from second decoder helps. And there are escorts too...

Capacitors are good in small fleet battles because the low damage allows the shield regen to counteract the damage. When you have 100 BBs instantly popping ships via focus fire the decoder is king.
