fighting rebels as an eastern country

Hi,
for western countries it's not too hard to fight rebel armies as long as the revolt risk isn't so high that they're spawning almost permanently. Most of the time their armies will vanish after a few attacks. But I've played with an Indian and a Japanese Country an it took dozens of attacks even to destroy a smaller army. Every battle only a few of their soldiers die and they never disappear until you have killed every single man. In my recent game with one of the Japanese Factions I had a war with China, which we inevitably lost. It was just about some islands I didn't really cared for, but after the war there were a lot of rebel armies in Japan. Of course a large number of them ended up in my territory. I beat them in every battle but they're replenishing so fast that I can't kill them off. And even now my army is too expensive so my inflation goes up like hell.
I wonder why it's that way. At least in the beginning of the game the eastern soldiers shouldn't be so much weaker than european ones...?

edit: also, it's only a problem against rebel armies. Armies of enemy countries can be defeated as usual.
