With the newest beta patch, rebels are aparently only spawning once a year or am I misunderstanding what the readme file says?

Instead of being the monthly risk of revolt, the RR is now the yearly risk. Which is to say, revoltrisk has been divided by 12.
Revolts can still happen multiple times in a year. It's just much less likely.

But rebels are also gonna be much stronger, because they're about the same tech as those they revolt from. (which is also good for nations in Asia and other places that can't keep up with rebel tech already.)

- Revoltrisk now modifies provincial taxes and production instead. Each RR gives a -5% penalty.

This is a far better model of revolt than the previous one. Revolts were simply not as numerous as in EU. Changing this necessary gamebalance part to make it more in tune with reality can only produce good results.

Gamebalance + Reality = Good, Mmm'kay.

Plus in is this time frame wars were very hard on the economy. When there was a uprising they were pretty bad for a country. They weren't as numerous but the were definately more dangerous. I think this will also help to slow down the turbo annex exploit in MP:)

I like the change that revolt risk due to war exhaustion gives economic consequences instead of massive rebellions, as lack of cash was AFAIK the biggest problem of warring countries. But what to do with the few but existing times in history that there were REAL rebellions, and not war exhaustion. For example, will the Netherlands manage to become independent with these new rules? Because the revolt risk is high, the income you gain from the Netherlands will approach zero, and you'll be stuck with some worthless provinces for 80 years. But with fewer rebels, what will prevent me from keeping the Netherlands and regaining their full value after 1648?

A perfectly valid question. I will put it to the test at once. :)

I'm running a hands-off as we speak and rebels don't seem to have a problem with large-scale revolutions.

If my ISP hadn't locked my FTP, I'd post the screenshot of england in flames with 80% of territory rebel-held.

Can't see much of a difference aside from the fact that income is lowered...

I've noticed a huge difference. Far fewer rebels. And is it just my impression or are armies defecting now too?
