I'm curious; do capis only build railroads and factories under lasseiz faire economics? or will they still be able to if interventionist? i assume they cant under state capitalism if only cause of the minimum tax..
Also as constitutional monarchy i can put whatever political party i want in power - but this seems to increase militancy. How does this work? does it increase all POPs militancy, or only ones with opposing idealogy? (like if 30% of my POPs are socialist and i put a socialist party in power will only 70% of my POPs have increased militancy) or will the effect on certain POPs just be different? Also I'm running ricky with OHgamers hotfixes.

under interventionist they can, but it costs the capitalists double the amount of reserves

under state capitalism, it costs capis four times the amount of reserves

whenever you change a govt outside an election, it results in a boost to militancy for all POPs AFAIK

Also is it possible to have too many capis? I promoted a bunch and then none of them made any money, but im not sure if that was cause they were buying automobiles and airplanes (i promoted and then that year automobile factories become available) or should i aim for at least one group per state?
on that same line of thought, I know capis add efficiency to factories in the same state, but if i just want them to build railroads, does the POP size matter?

Size of capi pops can play a role as you note when expensive late-game luxury goods come to play. In the end, smaller capi pops will need less of a good to fill their needs than a larger capi, so may not be as financially hit when those late-game toys become available. They may take longer to build up reserves to build things, but as I've said before, Victoria is not a sprint, it's a marathon, and so long as the capis get the job done by the end of the game is all that matters.
