There is no more option to upgrade tribal holdings. Some of my desume have tribal holdings and is ready for upgrade to feudal but there is no longer an option to upgrade them. This goes with the bug which upgrades all tribal holdings when you convert to feudalism and that gives feudal holdings when new kingdoms are created with elective gavelkind.
