Can cities skylines have festival or some special days in a year. For example Christmas.
In Christmas, people generate much more waste than normal days, then the amount of the rubbish increases suddenly in that day. Also can have more people going around the city, make the traffic become more congest.
Every festival or special day have different unique features, hope cities skylines can include something like this.

If there is an mod that can change the time for 1 day in the game then it would be good. But if there is not any mod that can do that, then maybe just let that festival or special day become few days. But then some of the festival or special days may stick together, such as Christmas and New year.

This is really a good suggestion, it brings out the uniqueness that every citybuilding game has never done before. I hope this will come on the further patches or maybe a DLC for it.

Instead of doing days - how about season>
Christmas season - last through December with an increase in happiness, garbage, shopping needs, more tourists

Many cities have week or month long festivals. Montreal is a great example for festivals with Just for Laughs, Jazz, winter carnival. Rio has their big festivals. Berlin has the love parade with surrounding activities that take over more than one day. Worms has the Backfischfest and all over Germany you have a nice long Octoberfest.

With some of these, entire sections of street are turned into "pedestrian walkways" playing hell with the traffic through the core of the city.

Whereas I would love these for flavor, there are so many that almost every month has events that are several weeks... For the simulation, either these events would be so short to not even register or so long that you end up with 12 months of festivals (especially if these would be moddable).

Well, not quite. You could throw regular New Year Festivals in Emperor: ROTMK, for example. (And yes, they turned up every 18 minutes or so.)

But yeah, I'd like the ability to set a schedule/funding levels for various festivities during the year. With your calendar of choice. Planning is a big part of simulation titles, so doing it in time as well as space would be a nice touch.
