Seriously, whats the point? It's not really fertilizer.
IIRC it was theoretically supposed to boost farmer production in Vic 1 by some percentage (don't remember if it were 25 or 50) if they could afford it as luxury goods. I dont remember that it worked. The side effect was that it was used as semi-product in to produce explosives, yet another ware which you prefered somebody else make for you.
From the first few hours of gameplay, the strategy guide, the manual... I think the game would be much better without it, or it should go through some serious changes in future patches.
Right now it has absolutely no use other than production of explosives, the AI MTTH is obsessed with it and it effectively kills early laissez faire/interventionist industrialization and the artisan class.
I'd suggest that fertilizer be either deleted and replaced with ammunition, or their consumption and effect altered.
Obvious use for fertilizer would be... agriculture. Make it a need for farmers, and maybe aristocrats(not sure if a good idea since aristocrats cannot differentiate labourer and farmer RGO, and fertilizer wont do much in a coal mine). Anyway, not sure if this would further upset global supply and demand for a number of raw goods, so maybe it would just be better to kill fertilizer and move on. Nobody needs it, nobody wants it, lets just forget it and invade somewhere.
