I was thinking about creating an ensemble of small island communities, knit together by a massive ferry network. However, will police, ambulance and fire personell use ferries, or will every island require its own complete set of services? Will the inhabitants be willing to travel far in distance to reach shops, workplaces and education facilities, if both their homes and the destination have easy access to a harbor (no matter how long the boat trip is)?

Just trying to figure out how viable this idea is, any input is greatly appreciated!

It's nothing I would do extensively as the ferries only support pedestrian passengers, so you would have to provide all services for these communities. However, now that ferries and blimps are in the game it makes for a legit use of the helicopter priority policy if you have Natural Disasters.

Since ferries only transport passengers and if you isolate those islands from any road access, then each island community will require it's own road emergency services as well as garbage.
Alternatively, if you have the ND DLC, then your helicopter services can travel out and around your islands.
Freight and delivery vehicles can still access the islands via harbours or cargo rail.

Well, some Cims have pocket cars... pocket ambulances, police cars, and fire trucks could do the same. Garbage trucks? o_O

It wouldn't be a good idea in my opinion though. Pocket cars are bad enough.

Even better if you could have Police, Fire and Medic motor launches- along with a garbage barge to do the rounds of island communities- maybe modders can work something out?

also herses, there's a little church crem on the workshop that fits in to small islands without looking out of place.

I did something like that with blimps but in the end, I had to put in a bridge to the main road as commercial was running out of goods.

I placed a giant shopping district right next to my main harbor (the only connected to a road network), and my inhabitants seem to be happy with that.

My biggest issue so far is that is that a significant amount of residences, particularly high density, will be left completely vacant forever even though they get built.

I'm working on the MT Ferry scenario, and I built a ferry terminal connected to the existing rail (lower left), and wow, I had hundreds coming in with every trainload for quite awhile.
Very few take the connecting road, almost all go straight to the ferry.

I did find that a pedestrian bridge across the water worked great for a fraction of the cost of a ferry system, but did not advance my scenario goal any, so I had to add them.
:)

On an unrelated note, switching to sewage treatment plants helped clean up the lake.

Oddly enough, I have been stuck at 24k population, and can't seem to go above it, despite both demand for residential, and me zoning it.
Scenario goal is 25k pop, plus 250k ferry trips (I have about 140k). I'm sure I will be above 25k pop by the time the number of trips are at the goal, but it is a bit odd it plateaued.

Sometimes people won't immigrate until jobs are available.
