Go to the main titles file and delete the line that says female = no

That should take care of it

Women can totally serve in council -- I am 100% sure my sister was serving as norway's spymaster, at one point.

If it's anything like CK1, though, they can't be Marshal or Spiritual Leader.

			is_female = no
			liege = { mother = { character = FROM } }
			liege = { spouse = { character = FROM } }

As I understand, your wife or mother can be spymaster, but that's it.

Just deleting or commenting out "is_female = no" from the appropriate jobs in the titles file allows you to appoint them, but that doesn't make them fully functional. The events governing the special missions you can send them are found in five "job_whatever.txt" files under /events/, and each begins with 'only_men = yes', save for that of the spymaster. You have to alter those as well if you want your female chancellor to be able to forge claims.

What you can do is marry your females matrilineally, so that the males take up residence within your court. Breeding high-stat women is still important. You can even use this tactic to stack your council with the best advisers from the start of the game: Just buy a bunch of cheap hookers from the Intrigue screen, and chances are, your marriage proposals will be accepted.

Sort of like how I 'mint advisers' to pimp out across Europe for cash when playing minors in EU3.
