The honourary title of despot is normally only grantable to males, but I believe that you should be able to grant it to females in absolute-cognatic succession. Perhaps it should require the correct culture or religion that was used to change the succession. This vital element of the Byzantine/Roman succession is currently unaffected by the laws of the empire.
