Hi there
Im currently playing Revolutions with Germany, and I started having mild problems with the plurality and militancy of my anarchist workers (the scourge of the XIX-XX century at least in Spain) so I finaly decided to give them what they wanted (as oddly you cant create a police state and machine gun all of them at dawn  like the reds did) and did a political reform.

The government was state capitalism / single partie / no elections
so I changed it to all can vote / right to ban
in a few days I got a message that a reform had ocurred and my government had turned into a two partie system and a democracy and got a nice -4 to mil for the anarchists(quite odd as those guys didnt like voting any more than dictatorships or any other system other than their own).
But then in a few days I got another message that my government had turned into a presidential dictatorship, no elections again, and got a -1 mil to reactionaries.
So I changed it again to all allowed / all can vote
and same thing happened again. I tried it a few more times and got my militancy to ok levels but my government always turned back to a dictatorship.
Aparently I can do it as long as I have the money to pay for the reforms and get the cool bonus to militancy.
It felt like cheating, and I suppose it is, but the thing is that currently is 1907 and semingly I cant change into a democracy whether I want it or not.

I figured out that if its not a bug it must have something to do with my poor cultural tech level (currently 16 while Im 24 in navy for example) and that I dont even have yet REvolution/counterevolution researched yet so I cant turn into a democracy without my reactionaries going back to a dictatorship.

Is that it?

Sounds to me like your party in power is a reactionary party rather than a moderate main stream party. These parties will always convert your state into a dictatorship. Only moderate parties will keep it as a democracy. You need to do right to ban, put a moderate party in power (this will upset some POPs) then give universal and full party and you should remian in democracy (at least until the next election).

The -mil you got was to do with ideology. POPs with a similar ideology to the ruling govenment type get a drop in militancy. So your govenment type is making your extreme POPs happy! You should also get bonus - with ideology and party type (extreme parties make extreme POPs happy etc).

Nice bonus though to mil, though over time a dictatorship will make your POPs unhappy, so ideally you want to end up in a democracy. Does sound a little bit like cheating, but that is up to your conscience.

Oh, and you can create a police state if you have the money to station troops in every province. They wil lower militancy by -0.2.

Reactionary, Faschist, Communis tand Anarcho-Liberal parties always change your constitution to dictatorship. A bit stupid that you ain't asked if you want to do that, though.

From the Victoria: Revolutions FAQ stickied at the top of the page.

Q : My government has reverted to a one-party dictatorship, how do I become/restore a democratic, multiparty government?
A : The cause of this problem is having a radical ideology come to power, be it fascist, communist, reactionary or anarcho-liberal. Whether by election or by revolt, the result once it comes into power is for it to proclaim a dictatorship at the start of the month following the one in which it came to power.

To restore or become a multiparty state you need to do the following :

1. In the political reforms, change your parties allowed from None to Right To Ban.
2. Replace the current radical party in power with a party that is either conservative, liberal or socialist.
3. With the new party in power, go back to the political reforms and make further changes as you wish regarding voting rights, public meetings, unions, press rights.
4. At the start of the next month the game engine will transform your government from a one party dictatorship into either a constitutional monarchy or democracy, depending on the reforms you made in step 3. Your form of government will not change until the first of the month following the change in the various reforms, so you may remain a dicatorship for up to a month depending how early in the month you made your reforms.

Just keep the party in power as Liberal, Conservative, or Socialist and this won't happen. Or, just don't extend voting rights to universal with an extreme party in power.

Thx for the excellent info!!!
Now that I remember, when Prussia became impossible to govern early in the game due to the IMHO extreme events like the Greek constitution and so on(they all pump up mil), I used a great tactic from the forum that consist in leaving the rebels to conquer the whole country (it works because IMHO in a quite realistic design from paradox them POP’s can change all they want but in the end the same one keeps in power hehehe…dance puppets dance!) then I had Bismark and returned to a dictatorship(that’s the spirit!) and from them on till 1904 the country has been reactionary.
Lately in the XIX Century some workers started turning anarchist and they seem to demand voting rights(so they can get representation and end them afterwards I suppose hehe:D).

I don’t think it’s a good idea to upset a majority to keep a minority happy for the time being (they tried that in Spain and we ended up in another civil war).
I guess I’ll have to limit myself not to use the “cheat” I accidentally discovered, don’t research much in culture and use the GREAT police state tactic someone mentioned above.
Thx

I am trying the former in Austria until the end of the game. I'm doing industrialization just like China is in real life right now. Ridiculously fast growth so that I can get some social reforms up before the POPs start rebelling. If it fails, I'll just have to call in the troops
