Yes for this particular division this might be true but I am referring to the StuG 3 performance over all I think it will have the same stats no matter what division it will be in.

I assumed that different divisions would have different costs for the same units.

Cost is based on the capability the unit provides, the balance is in the number of points per phase each division gets.

Capability-based unit cost is how Eugen games have always been, and makes sense. The phase income being a method of balance is fairly obvious, why else would it exist?
