I could have sworn that a change was made that the most powerful empire will now be the president of the federation in which it joins. I joined a two empire federation. I have a higher economic score and tech score. I had a lower fleet score, but now have a significantly higher fleet score. I am still not the president.

How is this working now? Does it take a period of time to recalculate?

In the patch notes it was indicated that you need to be 25% stronger than the current Federation president to usurp the role. Apparently only military strength matters in being the president.

That can't be right that it's military based. I have twice the military strength now and I'm still not the president. I'll try to see if I can get my economic score 25% higher than the current empire.

The check seems to be fairly infrequent. But it happens eventually.

It seems you need to hold economic power over current president for couple years. I was able to take it with fleet smaller than other members by focusing on economy.

Right now federation is military focused as hell. Hopefully we get an update on diplomacy soon and federation gets a do-over so they are not just "bound" military alliance. Since power relativity in the game are: fleet power, economic power, and tech, federations should be based on those three as well, not just military.

Federation in Star Trek is clearly not just military but economic and scientific as well. I am hoping to see this happen some day in Stellaris also.

Well, federation members do get free commerce and science pacts with each other, don't they? Not paying influence for it is a big advantage.

I think Fanatic Xenophiles can get enough bonuses that they don't pay influence for pacts anyways (-50% INF for being Fan. X-Phile, another -50% for adopting Diplomacy IIRC?). I don't know if that holds for federations as I've never actually bee in a federation yet.

There's no real downside to being in a federation now that the presidency doesn't rotate. At least, not until the AI can actually play a competent economic game, but ATM you should be able to take the presidency for good without much difficulty.

Shouldn't federation leadership be selectable? restricted by the ethics of its founding member?

You could then have leadership by election (eu4 hre), rotation, power (of various types), absolute, etc.

I suppose this is a "flesh out federations RFE"
