Federations and forced pop 'donations' clarification

So I don't know know if this is actually a thing, or if I just had a really vivid and weirdly specific dream that I just accepted this as fact (or saw it as part of a mod). But if you create a Federation (I think Hegemony) as an Empire type that usually revolves around capturing other pops (Servitors/Assimilators/Barbaric Despoilers/Necroids), then there's some perk or law that forces Federation members to donate some of their pops to you every so often. Is that actually the case?

Federations that are centralized enough can have forced migration treaty law for all its members. That's as close to real as your dream got.

Something pretty cool is even empires without usual migration will get migration this way. Rogue servitors, driven assimilators, and hive minds will all pick up migrants from the federation who willingly go there.

Cant remember any details from the previous years, but the idea was hammered out when Despoilers came out, and is now especially important with the following:

New Fed Type: Extortionist / Parasitic
* As levels increase, it can demand either larger quantities of or just more kinds things (especially pops).
* So this would be comparable to Hegemony, but instead of giving productivity bonuses to the subjects, it would extract "taxes" from them. ((So it's the worst kind to be in if you ain't the leader)).
* Leadership can only switch through actual war? Special CB, no white peace, just "total surrender" which means you drop out of the running to be leader? Last one who doesnt surrender is the leader? Maybe not.
* Recommend using mechanics comparable to the Dominion in the ST:New Horizons mod.

New Fed Type: Doctrinal
* Spirituslist Fed.
* Higher levels allow the leader to demand more invasive policy / ethics shifts by members. Random examples: AI outlawed, one step toward Spirit if not already, later make them become Fanatic spirit, eventually must adopt Exalted Priesthood or Imperial Cult, eventually make them pursue psionics tech (just gives choosing it extra weight if it becomes an option for them), and eventually that they gotta pursue psionic Ascension maybe? ... or... stuff?
* Leader Bonus is that X% of non-leader unity gets paid to the leader.
* IF leader (or leader AND subjects?) are death Cult, or if leader is Necrophage, can also demand pops to sacrifice at later levels maybe?
* Or maybe Leader Bonus is that they start getting extra stability, or an extra Edict slot, or or those kinds of things? Logic being that you're not just the exalted Priests / god-emporer of your people but of this growing space religion...
