Federation voting for war and peace

I am a bit confused with the federation mechanics regarding voting for war and the peace negotiations.

I'm in a federation with other members and the president proposes a war against a pretty strong but lone empire. I don't like how he set the wargoals so I reject it and the make my own proposal with a couple wargoals shifted to my favor. The federation votes unanimously for and so the war commences.

Should I be able to do that? Make a war proposal to the federation while I am not the president? Does this make me the warleader instead of the president?

A bit later and while we are battling against the single empire, a second federation declared war on my federation with wargoals solely aimed on my planets.

I immediately accepted peace with the first lone empire, on behalf of my federation, ceding systems of my allies to them, including a couple of our feder. president.

Shouldn't the president be the warleader? Am I the warleader because I was the one making the final proposition of war?

Also, who should supposed to be the warleader on the second, defensive war? The federation president or me?

Any member of the federation can propose a war.
The war will be declared with the proposing empire as warleader if, and only if, all federated empires agree to the set demands.

If a federation is being declared war upon, the warleader is whoever was declared war on, albeit all federation members will always join the defender.

Said war leader, in either case, has full authority, and is the only one able, to sign peace treaties, according to the wargoals set by him initially and those demands made by the opposing warleader.


Arguably, we can discuss whether that is reasonable at all, but Federations are a mess pending to be reworked anyways. The only question is whether Wiz does Federation or Warfare first.

The whole federation and war system is a little weird.

Wiz has said that he wants to change how federations leaders are appointed and such. For example have it be a vote rather than going on turns.

War goals and wars in general will likely also see improvement or complete overhaul at some point. At least Wiz has said that he isn't happy with how it is right now.

But in short, it likely won't change in Banks/Utopia. Maybe next major update and/or expansion.
