Federation:too easy to join?

In today's steam, we saw that the other federation had like 9 members, with one member very far away from the others.
Shouldn't it be harder for AI to join a federation? I mean it makes sense for pacifist empire, federation builders and weak empires to form a federation, but seeing all the empires involved in this one, I'm guessing some militarist/xenophobe joined it. It's also really weird that the empire in the "south" of the Blorg is in it : it looks like Australia joining the European union. If that empire is attacked, the others members will not even be able to defend it.

Maybe when the federation has a lot of members, it should be very unlikely for other empires to join it? Or very likely that one powerful member decides to leave the federation?

It may not be a problem, I may be wrong, considering I'm making a lot of guesses from what I saw on the stream, but I just want here to say that it would be great if, in the endgame, we have federations, alliances, and big militarist/xenophobe empires, and not just 5-6 federations of ten members in a galaxy of 600 stars.

@Wiz mentioned weighting issues in the AI in that build. We've seen the willingness to join Alliances/Federations in the AI personality scripts - if those are working properly, pacifists and federation builders are far more likely to join federations than big scary militarists. Xenophobes probably wouldn't vote to federate unless they were a minor power with scary enemies. I expect that before the war with the Just League, they wouldn't have joined a federation given that their opinion of the Blorg wasn't all that high.

I think it depends on the tenor of the current diplomacy of the galaxy. If there are serious threats an empire may feel safer in a strong federation.

Oh ok, didn't know about weighted issues.
Yeah the idea of federation is great, so do the personality scripts of the AI.
But I'm curious about what will happen with them in the long term. It would not be really interesting if we got big alliances and federations that last forever. Currently the diplomatic attitudes of countries between each other seem to be very stable compared to EUIV or Victoria 2.
For the stability of diplomatic attitudes and alliances blob in the long term I guess we can't know before playing the game.
