We will be doing a series of Q&A sessions, related to different topics, over the coming weeks. You can read more about that in this week's dev diary.

In dev diary #158 we first outlined the changes coming to federations, but there have also been changes to it since then, some of which we gave a sneak peak on in dev diary #164.

The point of this thread is to gather your questions regarding the reworked federations in the upcoming expansion and free update. We will be taking your questions and answering them in a dev diary next week.

Only questions related to the topic will be answered, but there will be an opportunity to ask more general questions later.

The trailer showed a number of empires unifying into a single entity. What are the exact mechanics?

EDIT: To elaborate a bit for the tiny chance that this question passes:
Which empire gets to remain playable? The president? The member with most diplomatic weight?
What happens if the federation has diverging ethics? Will the unified entity be able to choose its governing ethics? Are they random? Are they the president's?
Does it require unanimous vote? In the trailer one of the rulers wasn't pleased with the merging but if the vote isn't unanimous how can you prevent the loss of your empire multiplayer?
Will all federation perks be lost?
Does the new empire keep the federation fleet?
What happens if the federation contains both individualist and gestalt consciousness empires or both hive mind and machine intelligence empires?

In today's dev diary you explicitly highlighted polishing & changes to species rights (a new type of slavery).
My related question refers to the UI:

Q: Will it be possible to apply changes to a whole species (including genetic variants) or it is still necessary to set all rights individually?

Why is there no special federation for spiritualist and pacific ethos? ( as they are intended for militarist, materialist, xenophile and authoritarian/xenophobe in a schematic way) The same question could be ask for gesalt society.

What about migration system?
Will we get any changes? Or we still will require resettle Pops?
Will it still be limited to 5 per month?
And in case of Federation - can ruler force migration agreement for all it's members?
 
Will trade lanes be possible for at least Federations?
During a war, can you coordinate your efforts with other members so you achieve war goals more easily?

Can you make/start a federation with your subjects?


For example by playing an authoritarian empire who has made serval subjects and wants to boost his subjects by becoming a hegemonic federation or a megacorp who wants to get the trade-federation trade policy.

Will it ever be possible, at max cohesion level perhaps, to fully "merge" a Federation into one single entity controlled by the player the same way we control our normal empires now?
 
Now that federations are becoming much more powerful with their various bonuses, will there still be a good reason to NOT join one? Are single empires intended to be able to keep up with federations?

Regular subjects and hegemony federations seem to be pretty similar from a conceptual perspective, but the bonuses for a hegemony seem to be stronger from what I know so far, especially if other members of a hegemony federation still get the AI difficulty bonus. Are regular subjects intended to be able to compete with hegemony federations for empires that want to expand by subjugation?

The starting bonus for a trade league (getting all three other trade policies together) seems to be pretty strong, so a good strategy would be to form such a federation as early as possible. Can you form a trade-league with a 1-planet sector you released as a vassal for just that purpose?

What are your general thoughts about 2-empire federations consisting of one very large empire and one very small empire, where the smaller empire just exists for the purpose of giving the larger empire the federation bonuses?
 
In the Galactic Community dev diary, you mentioned that it can rally the galaxy against the endgame crises. I assume that means the three "default crises" (Prethoryn, Unbidden, Contingency). Can you do the same thing to other crises, like the End of the Cycle, the Khan, or the Grey Tempest?

How will Fallen/Awakened Empires interact with the Galactic Community?

Is it possible to change the type of Federation as the game moves on (as in, can you reform Trade League into a Galactic Union)? A real life example is the European Union, which was formed as a economic union first, and then reformed into a sort of confederation.

Edit: the first and second questions are probably more suitable for the next Q&A session about the Galactic Community. I will repost them in the next question thread.
 
1. There are xenophobic ethos and respective factions that value "Staying alone" / "Strong alone"
Now, as one or another sort of federated playstyle is rewarded with bonuses, xenophobes will be at more disadvantage. Do you plan to introduce some balancing?

2. Are antiblobbing penalties going to get more severe (admin cap penalties)? Now, when federation are going to make some sense, instead of plain annexing everyone.

3. Are FE going to participate in federation building? This makes sense for Xenophile FE
 
For the Galactic Community popup window, say the Community & Senate Floor tabs, will there be sounds, like gravel pound "Order! Order!" & crowd sounds for a few seconds, etc, like with the Roman Senate in Total War Rome?
 
1.). This is a question at the intersection of the Federation (as a mechanic) and Juggernaut topics, so I'll ask it for the Federation Q&A.

Its been previously said in a Dev Diary that Juggernauts, like Colossi, are limited to 1-per-empire.

But will we ALSO be able to build a Juggernaut to lead our Federation Fleet? Given the precedent that we can already build up to 3 Titans for our Federation Fleet, it would seem to make sense to me that we'd be allowed to build a Juggernaut for our fleet.

2.). A more general Federation question - could it be at all possible to remove the 500 capacity limit for the Federation navy? By the late game, players can end up easily capping out the Federal naval capacity, and any extra capacity given over to the Federation is wasted. By all means, I don't think there's anything wrong with limiting Federal Fleets to a max 500 Command Limit, but I'd love to be able to see larger Federal navies if the fleet capacity donated by the member states supports it.
 
How will federations with Awakened empires be affected by the update? Will they gain special bonuses/options over normal empire Federations? Will it possibly lead to more complex interactions with Awakened/Fallen Empires as a result?
