OK, so... Federation member wants to start a war, I give the go ahead. We've been fighting for a while, got a 45% WR, everything is going hunky dory. But when I try to negotiate for a peace, it won't let me send the offer?

no it used to be only the leader could but after 1.3 any should be able to (at least i was in mine)
