I've played a game and started fresh as a tall technologically advanced empire and finally after tough desperate decision we've managed to become the best in the galaxy.
But all of these are wasted. I'm stagnant with another federation member. Now with no resistance remaining. All major powers are on my side. Then I still can't win the game! They have federation and ready to join with us whenever possible. But all of these are limited just because we each have our own federation! How unrealistic! Then who said "because AI is too federation happy"? Usually we only got 20% empire of our ethics! Fighting with AI almost as powerful as each other! Fighting militarist who is usually stronger! Fighting xenophobes who got strong by dominating over alien! Overall it posses as much challenge as going xenophobe solo! Then why these pacifist option unavailable?! Can't believe devs forgot these! Give late game diplomacy an opportunity! Don't force us to make diplomacy early. Who said we must secure our friendship or another friend would steal? Impractical! And after thinking.I don't see a way that peaceful empires could go further like these. please devs please everyone view, reply and push this to popular! That day true peace is awaiting us.

Usually we only got 20% empire of our ethics!
That is because currently, the only way to flip Ethoses is liberation. That likely will no longer hold true in Banks. While traditions can create some persistent pull for one Ethos, actions will determine if you stay.
The pacifist Achievement "make everyone some form of pacifist" would be archieveable simply by preventing any wars from taking place.
