Federation Members Claims for Conquer War Goal?

I'm brand new to the game and so far have been enjoying version 2.2.3 with the Glavius AI mod. I've run into a minor issue that I haven't been able to resolve via Google searches or the Stellaris Wiki, so I'm hoping someone here on the forums has a good answer:

I am the Federation President in a federation with two other empires who each have territorial claims on the war target. I do not have any claims though. When I open the diplomacy menu for the war target and click Declare War, the Declare War screen shows my Federation allies along with text in the middle of the screen stating that they have claims, but the only war goal available to choose is Humiliate. I realize that I could make a claim myself in order to choose the Conquer war goal, but I am wondering if it is possible to choose it based on my allies claims only.

I haven't figured out a way to do this, but what is confusing me is that the Stellaris Wiki indicates that this should be possible:

"Every Federation member must accept for the war to be declared, requiring mutually beneficial war goals unless the targeted empire is hated by everyone. The war declaration menu lists whether a member will be satisfied with the war goals and agree. They can also be asked for demands and if the Suggest Demands button has no effect it means there is no way a specific member will agree to the war, usually because they consider it suicidal."

I do not see any Suggest Demands button on the Declare War screen or any other way to ask for their demands.

Is this wiki info for an older version of the game and no longer relevant, or am I missing something here?

You still need a valid casus belli for yourselve. If you don't have any claims you can't use conquer.

But they could use conquer themselves and then a war could happen.
