I've always found it a bit odd that no matter the governing ethics and government forms of a given alliance, all nations involved get equal voting on matters
To me it would stand to reason that an alliance's decision-making process would reflect the government types of the nations involved. So for example:
an alliance composed of authoritarian empires would elect a leader-nation that would get complete oversight over all affairs until such a time as a leader character dies (or alternatively, select leaders for specific roles: one leader gets military authority to control the fed fleet, one controls who joins the alliance, etc)
Meanwhile a more oligarchical oriented alliance would work much the same as the current system, wherein the leaderships of each nation get a single vote
and an alliance of egalitarian nations would decide matters based on population numbers- so leaders would decide how those votes are cast and then their population numbers weigh how powerful their votes are
